Barry Fletcher

Barry has 23 years experience in many aspects of Export Controls. His first experience of the export world was in 1985 when he was appointed to a position in the UK Ministry of Defence(MoD) Technical Security where he was the MoD advisor to Customs & Excise on all military export matters as well as the MoD advisor to DTI (now BERR) on whether Export Licenses should be issued. He has appeared as an Expert witness in many UK Customs & Excise prosecutions. He was a member of UK Government team to COCOM 1985 to 1994, New Forum 1994 to 1996 and Wassenaar Expert Group 1996 to 2000. He was responsible for many of the technical export related negotations within the EU, including the “harminisation of customs tarriff codes” and the “torture regulations”.

 In 2001 he transferred to the UK Department of Trade & Industry (now BERR) where he was a Team Leader in the Export Control Organisation, Technology Assessment Unit before becoming the Head of the UK Delegation to Wassenaar Expert Group, the position he held until September 2006 before becoming an Independent Export Consultant.

He a Member of the UK Export Group for Aerospace & Defence (EGAD) and has given Oral Evidence to the UK House of Commons Select Committees in both 2007 and 2008 on Export Control Issues.
